   Directs fiscal activities of all agency programs.
 
Complete Description of the Job.
   Under the supervision of the Executive Director, directs the fiscal activities of all SCEOC programs. Primary focus on fiscal management of grants, monitoring program operating budgets, maintaining accurate accounting of all agency funds and preparing expenditure reports. RESPONSIBILITIES • Fiscal management of all grants supporting SCEOC requiring familiarity with each budget, budget categories, reporting requirements and timetables. • Supervises and monitors agency accounting procedures to insure internal controls and segregation of duties. Reviews, investigates, and resolve errors and inconsistencies in financial entries, documents and reports. • Monitors program operating budgets so as to insure fiscal viability of the agency, maintains accurate accounting of all funds. • Prepares expenditure reports and works with the Executive Director to prepare and amend budgets, as necessary for all SCEOC programs. • Participates in the submission of all grant proposals and contracts. Prepares bids or supervises the preparation of bids as required by grant regulations. • Prepares statements and reports for auditors, funding sources, and the Board of Directors. • Compiles and analyzes financial information to prepare entries to accounts, such as general ledger accounts and documenting business transactions. Analyzes and reconciles balance sheet accounts and prepares month end and annual accruals. • Work cooperatively with insurance agent to secure bids for insurance coverage, liability issues and claims, and other appropriate issues. • Monitors the accurate and timely processing of payroll checks, payroll procedures, and payroll variations. Approves bi-weekly payroll. • Monitor bank reconciliation procedures insuring separation of duties to the extent possible, and approval of all bank reconciliations. • Supervises, monitors, and evaluates Fiscal/HR staff; and assures staff attends appropriate continuing educational activities. REQUIREMENTS • Must have a baccalaureate degree in accounting, business, fiscal management, or a related field required. • Supervisory experience required, with 5 years’ experience in a position of significant fiscal responsibility. • Excellent oral and written communication skills. Ability to write reports, procedures, business correspondence. Above average organizational skills, ability to work independently, good interpersonal skills, and ability to maintain a positive attitude with staff and clientele. • Ability to define problems, collect data, establish facts and draw valid conclusions. Ability to work collaboratively as a team. Ability to work under pressure and exercise good judgment. Ability to communicate effectively with people of diverse social and economic backgrounds. • Advanced Microsoft Excel user level and familiarity with payroll software. • Must possess a clean driver’s license and be insurable to operate agency vehicles.
