   Saratoga Springs Public Library
 
Complete Description of the Job.
   Saratoga Springs Public Library seeks to appoint an independent Treasurer who reports directly to the Library Board of Trustees and is responsible for the receipt and disbursement of tax monies after Board approval.

TYPICAL WORK ACTIVITIES:
In preparation for monthly Board meeting
* Reviews and reconciles all Library bank account statements, including those of checking and investment accounts
* Creates monthly report of reconciliations, with supporting documentation, for board approval
* Creates monthly reports summarizing the Libraryís revenues, expenditures, and balances
Following monthly Board meeting
* Acts as a Signer of accounts payable checks issued by the Library following Board approval, unless a conflict of interest exists
Ongoing as needed * Keeps Board and Library Director apprised of financial trends and concerns
* Periodically audits petty cash fund
* Attends meetings of the Board of Trustees, as needed, and presents Treasurerís reports at those meetings as requested
* Ensures all financial records are maintained accurately
* Meets regularly (no less than quarterly) with the Library Director and Senior Account Clerk to review the Libraryís cash flow and investments
Annually
* Works with Library Director in preparing the annual proposed budget
* Participates in annual audits with external auditor/CPA
*Meets as needed with the Library Director and Senior Account Clerk to review and advise on the Libraryís accounting and fiscal management policies and procedure

KNOWLEDGE/SKILLS/ABILITIES:
* Knowledge of: The needs of the Library, its services, funding, and personnel; generally accepted accounting standards and principles; state auditing requirements; public finance and recordkeeping
* Skilled in: Accurate recordkeeping and effective records management; using automated accounting systems and software; creating, using, and interpreting business financial reports; using Microsoft Excel, Word, and Outlook
* Able to: Work cooperatively with the Board of Trustees, Library Director, Senior Account Clerk, and auditors; work independently and with minimal supervision; handle confidential information with discretion; communicate effectively in writing and orally

SCHEDULE: Flexible--Projected to be up to 10-15 hours per month

MINIMUM QUALIFICATIONS:
1. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Bachelorís degree in accounting, finance or closely related field; AND
2. Minimum of five years of increasingly responsible experience supervising financial operations.

NOTE: Preference may be given to those with more than 10 years of experience, with government financial experience, and/or to Certified Public Accountants.
