||The Child Development/Disabilities content
area is an integral part of the larger
system of services provided by Head
Start/Early Head Start. It plays an
important part in supporting the goals of
the program. This position is responsible
for the education, early childhood
development and disabilities portion of the
Head Start Performance Standards in addition
to portions of the nutrition services area.
This includes working to implement an early
childhood education curriculum and providing
educational resources for staff and parents,
ensuring compliance with performance
standards and recognized best practices in
the field of early childhood education.
In addition, this position also works with
other staff to implement and carry out a
comprehensive program with services to
children with disabilities. Also, this
position is responsible for career
development and literacy activities of the
program. The position has technical
supervision and provides support to the
This position requires regular travel to
make contact with staff, families, and other
agencies. Some evening and weekend work may
occasionally be required for events such as
home visits, family meetings, social or
community events, etc.
• Program Management and Oversight
• Assists Head Start Director, Region
Managers and Service Area Managers in the
planning, implementation, monitoring and
evaluation of the service delivery related
to all the service areas for both Early Head
Start and Head Start.
• Participates in record keeping, data
collection in support of the PIR (Program
Information Report), Community Assessment,
program outcome evaluation and monthly
reports, as required.
• Provides direct supervision to the
Regional Center Based Coordinators.
• Provides content area training and
technical supervision to staff.
• Works as a member of the LifeWorks
Community Action Management Team.
• Ensures that children diagnosed with
a disability receive the proper support as
written in their FSP (Individualized Family
Service Plan) or IEP (Individualized
• Assists teachers with classroom
planning, including goals and objectives.
Ensures lesson plans are completed and are
in accordance with each child’s needs based
on observation and recording of children’s
interests and current level of functioning.
• Monthly classroom visits and
observations or as needed to provide
guidance and support, documenting
observations and providing feedback.
• Complete formal observations two
times a year using the CLASS observation
• Monitors screenings and assessments
and documents results as required.
• Assists Regional Management team in
planning and facilitating family engagement
activities, such as Family Committee
meetings, family activities, continuing
education opportunities, family literacy
activities, newsletters, orientations, and
• Conducts Education/Disabilities
• Bachelor’s degree, Master’s
preferred, in Early Childhood Education or
• Valid New York State Teacher
Certification in Birth to Grade 2 or N to
• Minimum of three years supervisory
and administrative experience in an early
childhood education setting.
• Knowledge of the NYS CPSE (Committee
on Preschool Special Education) and EI
(Early Intervention) systems related to
children with disabilities.
• Experience working with minority and
low-income populations, pregnant moms and
children birth to age five.
• General knowledge of community
services and experience or knowledge of
family strengths/family centered practices.
• Above average organizational and
communication skills, ability to work as a
member of a team, good interpersonal skills
and the ability to maintain professionalism
with staff and clientele. Ability to work
under pressure and exercise good judgment.
Ability to communicate effectively with
people of diverse social and economic
• Provide customer service that is
responsive to the unique needs and culture
of families, such as single parents,
grandparents as caregivers, co-parenting
relationships, LGTBQ families, non-English
speaking, teen parents, domestic violence
situations and more.
• Computer skills and knowledge of
Windows, Microsoft Word, Outlook and Excel,
Google Docs, Zoom or other online meeting
